Neil Miltonberger is a Vice President with The Kenrich Group LLC. Since 1993, he has specialized in the forensic investigation of financial and project scheduling issues, primarily related to the construction and government contract industries. He has assisted government agencies, owners, contractors, architects/engineers, sureties, insurance companies, and their counsel with the investigation and resolution of complex business disputes. Neil has authored expert opinions on financial, economic damage, and schedule delay issues. He has testified in trial and arbitration forums and has also presented his opinions at mediation proceedings.

From 1985 to 1993, Neil was a design engineer focusing in the areas of civil and structural engineering. During this time he prepared construction drawings, design calculations, specifications, proposals, contracts, budgets, and schedules, and reviewed and approved contractor shops drawings and change order requests. He has also performed forensic structural investigations of steel, concrete, and timber structures.

  • Schedule Delay Investigations – Neil has prepared schedule delay analyses to determine the duration and root cause of delays related to numerous construction and manufacturing projects. These projects range from multi-billion dollar nuclear clean-up facilities to small residential housing developments. Neil has provided expert testimony on several of these matters.
  • Economic Damages Investigations – Neil has led investigations of incremental costs resulting from project delays including extended field overhead, extended home office overhead, extended general conditions, increased financing costs, and price escalations. He has also investigated the cause-and-effect of project disruption resulting from issues such as out-of-sequence work, stacking of trades, unplanned shift work, unplanned overtime, architect/engineer errors and omissions, adverse weather, rework, and other disruptive events.
  • Project Oversight & Risk Management – Neil has assisted contractors and owners with strategic oversight of on-going projects and operations with an eye toward identifying and managing risk factors. His work has included evaluating and updating project schedules and documenting project events which may impact the contractor’s performance. Representative projects range from a high-rise hotel/condominium to the renovation of a college football stadium.
